The first step in appealing a VA decision is to file a Notice of Disagreement that allows you to request a personal hearing and another review of your case by a decision review officer. Following the hearing, the decision review officer will issue a statement of case, or SOC. If your claim is still denied, you have 60 days to appeal to the BVA, Board of Veterans Appeals, where you have the right to another hearing.
